ORA-00449: background process ‘RBAL’ unexpectedly terminated with error 448

When startup a RAC database or its instances, and get “ORA-00449: background process ‘RBAL’ unexpectedly terminated with error 448”.

Checked all cluster resources are ONLINE.

SQL> startup 
ORA-00449: background process 'RBAL' unexpectedly terminated with error 448
SQL>
